Starting Pay Range$58,250.00 - $110,738.00This position will perform duties within two departments in the Power Supply division, Resource & Transmission Planning and Projects Engineering. Resource & Transmission Planning's primary responsibilities consist of planning for the utility's future resource needs, including acquiring and administering renewable energy power purchase agreements, and planning transmission system upgrades and additions to serve those resources and the LES service area. The Projects Engineering department's primarily responsibilities include technical design, support and management of construction and improvement projects at LES' local generating plants and district heating and cooling facilities.CORE COMPETENCIES & ESSENTIAL DUTIESJob Technical Skills/Engineering & Technology - This position is responsible for providing professional engineering support in the areas of Resource and Transmission Planning and Projects Engineering. Specific responsibilities include developing planning case studies, conducting engineering analysis, creating design specifications, and developing cost estimates.Leads projects and/or studies for area of assignment with minimal guidance.Develops, monitors, and maintains project budgets and schedules along with coordinating staff assignments for assigned projects.Determines the technical and economic feasibility of assigned projects and performs design and/or planning calculations and analysis related with the projects.Prepares a variety of cost estimates for assigned projects and/or studies, including long-range scenarios when directed.Completes various reports including economic, system analysis, technical, construction material submittals, etc.Performs engineering and technical work related to the planning of future facilities, construction and management of proposed and existing facilities, developments, and/or programs in assigned area of responsibility.Prepares and reviews contracts, standards, drawings, work orders, and specifications for engineering services, resource proposals, contractors, equipment, etc., for assigned projects.Provides background information and documentation for management consideration on assigned projects and technical matters involving engineering theories, concepts and principles.Adaptability - Ideal candidate must be able to multi-task and show flexibility for changing priorities in order to meet the needs of the business. Seeks information or otherwise educates oneself quickly in order to respond better to changing situations. Skillfully applies rules or standard procedures when faced with a unique situation. Manages multiple demands, competing priorities, or unexpected demands smoothly and in a systematic fashion.Communication - Beyond providing engineering analysis and project management, the ideal candidate must also be able to summarize and communicate related information to both other technical staff and management.Problem Solving - Looking for an analytical thinker with advanced problems solving and decision making skills. Dives in to the details when faced with a new challenge and identifies the key decision points and possible solutions.Project Management - Seeking a candidate with the ability to manage projects and/or engineering studies. Ensures that projects are monitored for variances and adhere to internal controls, time and cost metrics, and financial and procurement requirements. Ensures timely reporting of program status to all appropriate stakeholders adjusting communication content and practices to audience needs. Carefully manages resources, assists in quantifying capacity to deliver projects, and identifies resource needs/constraints.
